Dear Joe:

	Thanks for your letter of February 10.  I shall mention two
issues, one an opportunity and one a danger.  I imagine myself an expert
on the opportunity, and there are no experts on the danger.

	The opportunity is that it is now feasible, cost-effective and
beneficial to make the entire body of publicly accessible information
accessible on line.  My paper, which I think you have seen and another
copy of which is enclosed, outlines this.  I will make only the following
points in attempt to be responsive to your response form.
